On November 3, 2020, Costa Mesa voters approved Measure Q, the Costa Mesa Retail Cannabis Tax and Regulation Measure. It also applies up to a seven-percent annual gross receipts tax to Measure Q cannabis businesses.
Subsequently, on June 15, 2021, City Council adopted several ordinances to implement Measure Q. These ordinances revised various provisions of the Costa Mesa Municipal Code related to cannabis and regulate all cannabis uses in the City.
