On November 7, 2017, the Moreno Valley City Council adopted Ordinance 926, adding Chapter 5.05 of the Moreno Valley Municipal Code (MVMC) with rules for the establishment, operation, and regulation of commercial cannabis activities.
The City Ordinance permitted for both adult use and medical commercial cannabis for retail, testing, cultivation, microbusiness, distribution, and manufacturing. Consumption lounges are prohibited in Moreno Valley.
On December 6, 2022, the Moreno Valley City Council approved Resolution No. 2022-74 which established the number of commercial cannabis regulatory permits allowed in the City: twenty-five dispensaries (retail/storefronts), four cultivation, one manufacturing, two distribution, seven microbusinesses, for a total of thirty-nine.
The City’s Zoning Code lays out the zoning restrictions for each type of cannabis activity, including the sensitive use restrictions that apply.
All applicants are required to submit a deposit of $89,463, which may be held on deposit for up to one year. This deposit account will be charged for City fees, staff time, and the Consultant’s time for reviewing applications and administering the application process. The City advises that this deposit may or may not cover the entire application process, and licensees must be prepared to pay any additional fees that arise.
As of July 2024, there is one retail storefront license still available for issuance under Resolution No. 2022-74. It is uncertain whether the City intends to issue that license now or in the future.
