Cannabis cultivation is strictly prohibited in the City of Napa.
As is customary for cannabis businesses, there are specific zoning restrictions for both license types. All retail licenses must be located only within the following Napa zoning districts: Medical Office (OM), Light Industrial (IL), and Industrial Park – Area C (IP-C) Districts. Conversely, cannabis manufacturing licenses are limited to only within Light Industrial (IL), and Industrial Park – Area A, B & C (IP-A, IP-B & IP-C) Districts.
Sensitive use restrictions also apply to retailers and manufacturers, specifically a 600 foot buffer from any “youth oriented property,” along with a restriction that prohibits a licensee from being located on a “property that directly abuts, or is directly across the street from, a residential zoning district; with the exception that a cannabis retailer may be located on a property directly abutting the backyard of a residential zoning district.”
The licensing process requires a comprehensive Written Project Description, and the approval of several corresponding City permits.
In order to cover City staff time and cost of materials a $2500 fee is required as an initial deposit; for annual renewals the initial deposit is $500. The City advises that this deposit may or may not cover the entire application process, and licensees must be prepared to pay any additional fees that arise.
